Beavers or Bandits - Quest for Shadowdark RPG

"A town has sent out a request for adventurers to investigate a partial dam that has been built upstream of the river. Multiple townsfolk have gone to investigate or destroy it but haven’t returned. It must be the work of a magical creature or even bandits hoping to ambush the town’s trade caravans and travelers by cutting off their travel through the water."

Kelthian is a medium-sized town only a partial day away from a major trade city by river. The town hosts a multitude of families that deal in various trades. Most commonly, materials are gathered from farms and hunters. After processing their livestock or prey, they clean and sell the materials left over. Usually, to make the trip to sell more convenient and easier, they travel by trade raft once a month down the Kelthia River and return later that week. However, since the dam appeared north of the town, the river is too shallow for the trade rafts to use, and they’re having to travel longer by road while a creature is preying upon them.
