There Will Be Oil is a competitive economic strategy game set in California at the dawn of the 20th century. Players represent rival oil entrepreneurs who explore land, extract crude oil, build infrastructure, and fulfill contracts to cities and industries. Victory comes from mastering both production and the volatile oil market — where every player’s decisions directly influence the global price of oil.
Core Gameplay Loop
Each round follows a structured sequence:
Contracts & Demand
Players draw new contracts, determined by a Demand card that scales with player count. Contracts specify how much oil must be delivered, where, and within what timeframe. These contracts collectively define future market demand. In turn order each player commits an offer to win the contract, lowest price wins.
Oil Price Determination (The Core Economy)
The price of oil is not fixed — it is recalculated every round based on:
A market marker tracks changes in demand over time. The midpoint between last round’s demand and current demand is compared to actual oil sold.
This makes the oil price a shared, player-driven economy, not a random one.
Total demand: the minimum oil required across all active and newly drawn contracts in all players’ hands.
Previous two rounds sales: how much oil was actually sold last two rounds, counted and measured in the same way as the demand.
If sales lag behind demand, prices rise.
If sales exceed demand, prices fall.
Market Manipulation & Player Influence
Every player directly affects oil prices through:
- How much oil they sell (or withhold using silos)
- Whether they fulfill contracts or dump excess oil to cities at a reduced price (⅔ value)
- Strategic overproduction to crash prices and hurt competitors
- Coordinated under-selling to drive prices upward
Even losing players can influence the market — intentionally or accidentally — making timing and restraint critical.
Searching for Oil
Players move across a main map and prospect for oil using region-specific decks. Each region has different risk–reward profiles: some offer rare but massive oil finds, others frequent but smaller yields.
Once oil is discovered, players may:
- Buy the land
- Sell drilling rights to other players
- Speculate for future production
Building Infrastructure
In turn order, players invest and build one piece at a time as the round goes around until all players are done.
Infrastructure determines how efficiently players can respond to market conditions.
Players can build:
- Oil Rigs (extraction)
- Refineries (processing)
- Silos (storage and price timing)
- Pipelines (transport)
Production, Refinement & Fulfillment
Oil is extracted, refined, transported, and used to fulfill contracts. Payments are only received once deliveries are completed, increasing financial risk.
Loans & Economic Balance
Players may borrow money from:
- The State (small loans, low interest)
- Private Bankers (large loans, high interest)
The player in last place receives slight financial advantages, preventing monopolies and keeping the economy competitive.
Research & Long-Term Strategy
Research upgrades improve exploration, movement, land negotiation, and efficiency — shaping how aggressively a player can exploit or stabilize the market.
At its heart, There Will Be Oil is not just about finding oil — it’s about controlling when oil enters the market.
Every barrel sold changes the price for everyone. Cooperation is never binding, competition is ruthless, and the market remembers every decision.
